Monitoring Authority Responsibilities
OECD Monograph 110 advises on the infrastructure and documentation expected from member countries. It contains useful information as it:
- Defines the terms used
- Describes that the compliance programme should be the responsibility of a properly constituted, legally identifiable body
- Covers the confidentiality that must be maintained by Inspectors and others concerning inspection results and commercially sensitive information
- Specifies personnel and training - the national authority should provide an adequate number of qualified and trained, independent Inspectors
- Provides information on the scope of a programme, procedures for joining, categories of inspections/audits, etc.
- Describes follow up to inspections and audits - reporting the outcome and consequences should be described
- Describes appeals procedures needed for arbitration if disputes arise
